In the event of any type of e.f.w. plant being built anywhere in Devon, I would like to think that D.C.C. along with the E.A. would insist on an up to date monitoring of all emissions being continually monitored live on line for not only the E.A. to see but also the interested public.
I was disappointed and surprised to learn that the procedure for monitoring these plants has not been updated since I myself was a Manager of a municipal waste incinerator 13yrs ago. For the uninformed the monitoring procedure requires the plant operator to keep averages of readings and supply them to the E.A. on a monthly basis, this smooths out any 'spikes' that may emit high levels of toxins or particulate. The E.A. also require that every 6 months an independent company paid for and chosen by the operator, plugs into the stack for 4 days to monitor the emissions for that period. The operator obviously has prior notice of this and can control the through put and type of waste with extra care for the desired results during this period. Also I would like to enquire as to the procedure for the calibration of the instrumentation that provides the monitoring information. Is the operator still responsible for this in as much as they do it themselves/employ someone direct to do it?
If I have been misinformed please feel free to enlighten me.
