Did you get a reply from South Hams? Is that the response you got?
I'm a bit puzzled: so the district councils arrange waste collection, and the county council then arranges for waste disposal (does that include disposal of just the non-separated waste?), and then we have the 'SWDWP' writing a waste strategy document for the whole area - how does that work???
I've nothing against district councils arranging for our waste collection as long as they are also arranging how to dispose of that waste, or it could be the county council, or even the SWDWP (does that fall under the county council control?) - but splitting up waste collection and waste disposal - can't see how an effective waste strategy could be written when the decisions being taken appear to be spread all over the place. I understand now why we have widely varying recycling rates across South Devon, and different collection methods - and why the SWDWP thought the only way forward was to go for a quick fix incinerator.
Recycling takes careful thought, and planning, and co-ordination - but is totally achievable and has many economic and environmental rewards.
But the idea to form the SWDWP, whilst keeping decisions regarding waste collection and waste disposal separate seems fundamentally flawed from the outset. |
